After a period of experimentation, e-Government is now at a major turning point. It currently is undergoing massive deployment, with the development of electronic services for the general public, the growth of online information available from the public sector, and the widespread use of intranet within public agencies.

This book publishes the proceedings of the international conference organized by the French Council of State and the University Paris I Panthéon-Sorbonne. It was the first time that e-Government was addressed from a legal point of view. The best French and foreign specialists give here their analysis of legal issues, but also share best practices, concerning:

- Digital transactions between government agencies and the citizens;
- The use of information technology within public agencies and between themselves;
- The growing demand for new citizen rights brought about by e-Government - such as accountability, network safety, openness, etc - and also the revolution of Privacy as a consequence of the use of the Internet.
