. Born in Athens in 1933.
. Graduate of the Law School of the University of Athens. Doctorate degree with honors (1960).
. Junior Fellow in the Law School of the University of Heidelberg (1960-1964).
. Associate in the field of Comparative and International Law at the Max-Planck Institute (1964-1965).
. Junior Fellow in the Law School of the University of Mainz (1967).
. Assistant Professor of Constitutional Law in the University of Athens (1968). The dictatorship in Greece prevents him from teaching. In the same year, Assistant Professor of Constitutional, Administrative and Comparative Law in the Law School of the University of Bonn (until 1974).
. Chair of Public Law at the Law School of the University of Thessaloniki (1969). The dictatorship refused to appoint him.
. Involved in politics for the first time during the dictatorship (1967-1974) as a member of the anti-dictatorial organization EMEP. Arrested in 1973 because of his participation in the occupation of the Law School and imprisoned for four months in the military prisons of EAT/ESA.
. Deputy Minister of Higher Education in the Government of National Unity (1974). He oversaw the removal of all pro-junta professors from Universities.
. 1975, General Rapporteur for the Minority on the new Constitution in the fifth Revisionary Greek Parliament (1974-1975), of which he was a member.
. Full Professor of Public Law of the Law School of the University of Thessaloniki (1975).
. Full Professor of German and Foreign Public Law and State Theory in the Fernuniversität of Hagen, Germany (1979). Subsequently elected twice Dean of the Law School of the Fernuniversität.
. Professor of Public Law in Panteion University of Athens (1982)
. Visiting Professor in the University of Düsseldorf (1992).
. In 1991 he founded, and until October 1997 directed, at the Fernuniversität of Hagen, the Institute of German and Foreign
Law of Political Parties, unique in its field in all Europe.
. President of the Greek Constitutional Scholars Association (1988-1994).
. Member of the European Parliament (1994-2004) elected twice as Head of the Greek Socialist list. Particularly involved in institutional questions especially with regard to preparatory work for the Intergovernmental Conferences. «Memorandum for the

Vice President of the EP's Delegation to the Joint Parliamentary Committee EU-Cyprus (1995 - 1997). Member of the EP's Delegation to the Interinstitutional Conference (1995 - 1999), responsible for the issue of transparency and democracy in the EU, preparation of the paper Transparency and Democracy, 22.11.1994 (now an EU Regulation: (EC) No 1049/2001). EP's Representative in the Intergovermental Conference for the revision of the EU Treaties (2000).
. In 1995 he founded the Center for European Constitutional Law
- Themistocles and Dimitris Tsatsos Foundation in Athens, of which he is Emeritus President.
. December 2001, Doctor honoris causa Professor at the Law Faculty of the Aristotle University of Thessaloniki.
. November 2003, Professor honoris of German and European Constitutional Law at the Law Faculty of the Heinrich-HeineUniversität of Düsseldorf.
. European Culture Prize from the Culture Forum Europa (1995).
. Golden Cross of the Order of Merit of the Federal Republic of Germany (1998).
. Commander's Cross of the Order of Merit of the Federal Republic of Germany (2002).
. He is at present President of the Scientific Council of the Institute of Local Administration in Greece as well as of the Institute for German and European Political Party Law and Research in Dusseldorf, Board member of the Institute for European Constitutional Sciences in Hagen.
